-Dick Emanuelson reported that Lake Restoration treated Cranberry Lake on June 4th 2010 for Eurasian Water Milfoil (EWM). Dick will tour the treated areas to check on treatment results and report at the July meeting. Jim Bartlett, of Lake Restoration, reported seeing EWM outside of the permitted treatment area in front of the Golden Chipmunk Grill and Resort. This area will be surveyed and possibly retreated yet this year.

-Rosemary Emanuelson reported that as of June 30th, 2010 the Rapid Response Grant from the WI DNR will expire. After that time any treatments of Cranberry Lake/Flowage will go against an Aquatic Invasive Species (AIS) Grant that Cranberry received last year. As soon as a bill is received from Lake Restoration Inc. for the Lake treatment, and paid The Rapid Response Grant can be closed out.

-Dick Emanuelson reported that the Cranberry Association earned about $382.00 at the Memorial week-end sale. Rummage sale items, baked goods, plants and of course raffle tickets for the annual raffle.

-Dick Emanuelson reported that he presented a grant request, for $500.00 to The Douglas County Land Conservation Committee on June 15th, 2010. The request was very well written by Chuck Chesney , THANK YOU Chuck! The money was requested for the cost of making and placing "NO WAKE" sign on the bridge on County Road "T" as you enter the Cranberry Flowage.

 

-Rosemary Emanuelson distributed the minutes from the Plant Management Plan (PMP) Committee meeting that was held on June 12th, 2010. The plant management committee consists of Kris Waalen, Ed and Ellen Codner, Dick and Rosemary Emanuelson and the chairperson is Steve Schieffers.

-Discussion of PMP meeting minutes: Most of the objectives were agreed upon by the attending association members. There was some discussion about objectives 5, 6, 7, 8, 10, 11, and 12.

-Objective 5. Volunteers to learn how to monitor EWM in Cranberry Lake and Flowage are: Bob Olson, Ed and Ellen Codner, Dick and Rosemary Emanuelson, Kris Waalen. Time will be set up with Steve Schieffers to train on correct procedures.

-Objective 6. We will check with the Gordon Flowage Association and Nancy Lake Association about diving to remove EWM by hand pulling.

-Objective 7. Trying to get people to clean off their motors upon entering and leaving either side of the bridge on Co. Road "T", is unrealistic. Boaters on pontoons cannot safely reach their propellers, and where will boaters place the unwanted vegetation?

-Objective 8. The Association will continue to distribute handout to surrounding businesses and distribute handout in the annual spring letter. Ed Codner, Dick and Rosemary Emanuelson have been trained in the "CLEAN BOATS CLEAN WATERS" program. We will be looking into having our boat landing monitored, we will also be looking into a grant to pay these monitors for the four major holidays; Wisconsin fishing opener, Memorial week-end, Fourth of July week-end, and Labor Day week-end. We will more information on our web site as soon as possible.

-Objective 10, 11. Information on lakeshore restoration and available grants will be gathered and distributed.

-Objective 12. A guest speaker at the Annual meeting to speak on importance of aquatic plants. This brought up the topic of changing the date for the annual meeting to insure a better turnout. It was suggested that we have our annual meeting in July.

Open Discussion: Best date for annual meeting? July seemed to be the best date for those in attendance.

A letter will be sent to surrounding businesses asking for a donation.

Members agreed to treat the lake and flowage for aquatic invasive plants as needed in an ongoing manor.

Train and pay "CLEAN BOATS, CLEAN WATER" monitors for the boat landing on holiday week-ends; Fishing Opener, Memorial Week-end, July 4th week-end, Labor Day week-end.

May15, 2010 Meeting Minutes

-In attendance: Rosemay Emanuelson, Bob Fritzke, Pat and Chuck Chesney, Ed and Ellen Codner, Kathy Oys, Theresa Maas, Bob and Gail Olson, also attending representing the Town of Wascott were Doug Bush and Barb Johnson.

-A motion was made by Bob Fritzke to approve the agenda and second by Ed Codner, motion was approved. Minutes from Aug.15, 2009 meeting were read by Chuck Chesney. Motion to approve minutes was made by Rosemary Emanuelson, second by Bob Fritzke, motion was approved.

-Doug Bush presented the new Wascott Town ordinance concerning the "NO WAKE ZONE". You can read the new ordinance on the Wascott Town web site at: townofwascott.org. There was some discussion about how many ordinances were on the books concerning "No Wake Zones" and safety on Wascott lakes and Doug Bush said the Town was in the process of reviewing, modifying and removing old ordinances and would eventually get to all of them.

The Wisconsin Department of Natural Resources has to enforce the ordinance; however they cannot enforce the ordinance unless the Town of Wascott is in compliance with seven buoys in the flowage at the DNR designated areas. At this time there are only 4 buoys available, one at the opening into Cranberry Lake, two on either side of the sand bar at the narrows and one just before the bridge on Co. Rd. T going south from Cranberry Lake. At one time there were seven buoys; however three of the buoys that were in the possession of the Town of Wascott are now missing. The Town of Wascott would like The Cranberry Lake/Flowage Association to pay to replace the three missing buoys. The town would also like The Association to pay for a "NO WAKE ZONE" sign and the mounting of that sign on the bridge at Co. Rd. T. Doug Bush estimated this cost to be approximately $1000.00. There was some discussion about the payment for the buoys and sign at this point. Chuck Chesney had helped the Town apply for a grant from the WI. DNR some years back to buy the three missing buoys and asked if we could get another grant. However the DNR will only allow us to apply for this kind of grant once every ten years (life expectancy of the buoys). We have approximately 6 years to go before we can apply again. Bob Fritzke asked why we should pay for the buoys and added that we all pay taxes for these services. Ellen Codner suggested that the Town and Association share the cost. Doug Bush didn’t think that would work. Someone at this time asked about the money that the Town of Wascott got from the power company when the "high wire" was put in. This money was designated for conservation and recreation. Barb Johnson, the newly elected town supervisor and chairperson for the Conservation and Recreation Committee said that she would bring this up at the next committee meeting on the second Monday of the month (June 14, 2010). The meetings are held at the Wascott Town Hall at 5:00pm. Chuck Chesney then asked if it was possible to have some of the meetings on a Saturday to accommodate the week-enders. Barb said she would check into that. The Association thanked Barb and Doug for attending and sharing this information with us and they thanked us for asking them.

-Bob Fritzke presented the treasurers report, Ed Codner made a motion to approve the report and Ellen Codner second the motion, the report was approved. Bob Fritzke made a motion to pay Ellen Codner for the paper she bought to print raffle tickets on, Rosemary Emanuelson second the motion, motion approved.

- Rosemary Emanuelson informed the members in attendance that we received the permit from the WI.DNR to treat Cranberry Lake with chemicals for Eurasian Water Milfoil. The Lake will be treated by Lake Restoration Inc. in early June. There was a notice in The Northwood Shopper the week of May 24th. I will be placing a notice on the 3 town bulletin boards, Stop-A-Sec , the fire hall, town hall as soon as I know the exact date . Please remember not to use the water from the lake to water your grass, flower or vegetable gardens for three days after the lake treatment. This will be the last treatment paid for by our Rapid Response Grant. We have to close out that grant on June 30th, 2010. We have already applied for and received an Aquatic Invasive Species (AIS) grant from the DNR. This grant will take us until 2012. We will continue to apply for grants to fight Eurasian Water Milfoil and any other invasive species.

-We have the tickets for our annual raffle ready. PLEASE pick up some tickets to sell and buy at The Golden Chipmunk Resort. Grand prize this year is a pair of kayaks and paddles. Second place prize is $100.00 cash and there will be 4 third place prizes of $25.00 each. The kayaks were on display at the annual memorial week-end flea market at Stop-A-Sec. They will also be on display at the IGA in Minong and The Golden Chipmunk on various week-ends. Stop by and buy a ticket for $2.00 or 3 tickets for $5.00. GOOD LUCK!!

-The election for the posts of Treasurer and Secretary were to take place at the May meeting. However due to lack of interest the positions are still held by Bob Fritzke and Rosemary Emanuelson respectively. Bob has said he would stay on until we found another Treasurer with a time limit of twelve months. Rosemary Emanuelson has agreed to stay on as Secretary.

If you haven’t sent in your annual dues please do so. We need your help to keep our lake and flowage as beautiful as we possibly can.

-Rosemary Emanuelson reported that the Non-Profit status is still in progress. 
-The paperwork for the reimbursement from the DNR for the spring treatment of EWM has been
processed and a check has been issued to the Town of Wascott.  The Town of Wascott will issue
The Cranberry Lake/Flowage Assn. a check for the amount of $1670.00 soon.
-The membership committee has received an updated list of property owners within one mile of
Cranberry Lake. Thank you Denise, Kris Waalen and Kathy Oys for your interest and help.
-The 2nd annual Garage/Bake Sale and Car Wash will be held on Sept. 5th from 8:00am to 1:00pm at
the Stop-A-Sec convenience store on Co. Rd. T and Crystal Lake Road. Bring your donations to the
Stop-A-sec Saturday morning.  Please have your donations priced or the volunteers will price them as
they see fit. Also, please check back at the end of the sale and take your �unsold� items home and
save them for the next sale (Memorial week-end). As always we are looking for some volunteers to help
with the sale and/or car wash.  Please contact Rosemary & Dick Emanuelson, 466-2407 or Ed & Ellen Codner, 466-4104 to volunteer and/or pick up any large items that you may need help with. 
THIS IS A BIG MONEY MAKER FOR OUR ASSOCIATION SO PLEASE GIVE US A HAND!
-Chuck Chesney has been working with the Town of Wascott on the �NO WAKE ZONE� ordinance. 
Doug Bush, Wascott Town supervisor, is looking into ways of enforcing the ordinance, and the placement
of the buoys
-Dick Emanuelson has looked into the stocking of Cranberry Lake with Walleyes.  Dick has talked to
Larry Dammon at the Wisconsin DNR and found that it would be very costly to stock the lake. Larry also thought that there would be a 50% die off the first winter/spring. In the past Cranberry Lake was a GREAT Walleye lake, however the aquatic plants that now grow in abundance in Cranberry inhibit the Walleye population.
The Minong Flowage is one of the best Walleye bodies of water in the state of Wisconsin. There is on
average 7 Walleyes per acre compared to 1 per acre in the average lake in Wisconsin.
-A vote was taken, The 2010 Grand Prize for the Cranberry Lake/Flowage Raffle is going to be a set of
Kayaks and paddles. A vote was also taken to give Dick the ability to shop for the Kayaks and paddles
(trying to keep everything under $500.00). The second and third place prizes are yet to be determined.
-Ellen Codner will purchase the computer program (and submit the bill to the association) to print our own raffle tickets.  This will cut our costs significantly.
-The meeting dates and the location for the Cranberry Lake/Flowage Association meetings for 2010 are
yet to be determined. Please check the official Cranberry Lake/Flowage web site for more information.

-Name change of the flowage north of Co. Rd. T.  Most people that live on this end of the flowage believe
that the name is �The Cranberry Flowage� or �The Cranberry Narrows�.  In fact when property owners purchased their land many of them were told by the realtors that it was The Cranberry Flowage or Narrows.  The Town of Wascott and Douglas County have road signs that call it the Cranberry Flowage.  However the Wisconsin has it as �The Minong Flowage�, because when the dam was built the water backed up forming
the flowage.  The DNR feels that anywhere the water backed up was then considered the Minong Flowage. Many of us think that because Cranberry Lake and Cranberry Creek was here before the flowage that the name should be �Cranberry Flowage or Narrows�.  Rosemary Emanuelson will be looking into the process
of changing the name over the winter.
-Open discussion included fundraising.  The topic of a meat raffle was brought up again. Dick Emanuelson
will look into the possibilities.  Another fundraising event mentioned in the past was the possibility of an all you can eat pancake breakfast two Sundays a month. Dick will also be looking into this.

Rosemary Emanuelson reported on the status of the NON PROFIT.  She received a letter from the IRS stating that, applications are separated into three groups: 1- Those that can be processed immediately. 2- Those that need minor additional information. 3- Those that require additional development. If our application falls into the first two groups we will be hearing from them within the next 60 days. If our application falls into the third group we will be contacted and assigned an Exempt Organization Specialist to help us with any questions about the application.
 
Dick Emanuelson reported that The Cranberry Association now has a Post Office Box at the
Stop-A-Sec.  The PO Box number is 74.
 
Rosemary Emanuelson presented the bill for the treatment of EWM, from Lake Restorations.  The treatment for Cranberry Lake and the Flowage cost $1,670.00.  A motion was made to approve the payment to Lake Restoration by Chuck Chesney and seconded by Ed Codner.  The motion was passed unanimously.
The treatment of EWM was done over two days because of the windy conditions.  We will be seeing the EWM dying at different rates because of the timing of the application and because the water flows much faster in the flowage than in the lake.  There may be a need to treat the flowage again this year.  In the discussion that followed we were informed that The Minong Flowage treated with clay tablets that settled to the bottom and dissolved.  Therefore insuring a better contact with the root system.  This treatment will be looked into for our future treatments.  Other topics discussed concerning EWM were whether or not people at the campgrounds around Cranberry Lake and The Minong Flowage were being informed about the EWM and how to try and avoid the beds of EWM. Rosemary will check with the campgrounds around the lake.  Kris Waalen brought up the fact that he thought he saw EWM at the North end of the Lake.  We will ask Steve Schieffers if the next time he is on the lake if he will take a look.
Kris Waalen asked if we could check with the State Fisheries and see if there is a program that might help restock our lake and help with the EWM.  Dick Emanuelson will look into this.
 
Kathy Oys, Kris and Denise Waalen have taken on the task of our declining membership.  They will be contacting former members and asking them to continue their support and trying to recruit new members.
 
We will be asking Trina if we can hold the 2nd Annual Cranberry Lake/Flowage Association Garage Sale at Stop-A-Sec on the Saturday before Labor Day.   Start collecting your TREASURES.  More information to follow.
 
There was some discussion about other raffles we can hold.  Someone asked about a meat raffle.  We will be looking into this.
 
Chuck Chesney will be checking with the Town of Wascott and/or the State of Wisconsin about the enforcement of the �NO WAKE ZONE�.  Kris Waalen asked what happened to the �NO WAKE� buoys that the Association used to put out, and he volunteered to put them out and take them in.  Several members think they are needed.
We will be looking into putting the �NO WAKE� buoys back into the water.
 
It was brought to our attention that some campfires are being left unattended.  This could create a tremendous problem for everyone if the fire gets out of hand.  If you leave a campfire unattended you can be ticketed and fined.  If your campfire causes a forest fire you will be responsible for the damages and be billed for the cost of fighting the fire.  If the fire causes loss of someone�s home and/or life you can be held criminally responsible.
PLEASE DON�T LEAVE YOUR CAMPFIRE UNATTENDED AND MAKE SURE YOUR FIRE IS OUT BEFORE YOU LEAVE IT.

            Rosemary Emanuelson reported on the EWM treatment.  Due to some delays caused by the weather the treatment should take place the week of May 25th.  Please remember not to use the water to water your flower or vegetable gardens for three or four days after treatment.  It is OK to fish and swim.  The date of treatment will be posted at Stop-A-Sec, the Fire Hall and the Town Hall.

 

            Rosemary Emanuelson reported that we did receive the Wisconsin Gaming licenses,

            A & B. 

 

            Bob Fritzke explained the raffle tickets.  GRAND PRIZE, Paddle Boat, donated by

            Chuck and Pat Chesney.

            2nd Place, $250.00, 3rd Place, $100.00, and 6- 4th place prizes of $25.00 each.

            Tickets are $2.00 each or 3 for $5.00 or a book of 6 for $10.00.

            You can get tickets from Bob at the Chipmunk.  PLEASE help sell tickets!

 

            Rosemary Emanuelson reported that the Non-Profit Status form was completed and a vote was taken, and approved unanimously to issue a check for $300.00 for the application fee.  Application was mailed on May 16th, 2009.

 

            The meeting was open to the floor for nominations of new officers.  The positions open were President, Vice President, and Board Member at Large.

            Dick Emanuelson was nominated by Ed Codner for President and seconded by Chuck Chesney.  Dick Emanuelson was unanimously elected President for a two-year term.

            Chuck Chesney was nominated by Dick Emanuelson for Vice President and seconded by Ed Codner. Chuck Chesney was unanimously elected Vice President for a two- year term.

            Pat Chesney was asked to remain on the board as a member at large for an additional two-year term.  Pat Chesney agreed to stay on.

 

            Additional open discussion included, Ed Codner has applied for and received a grant from The Douglas County Land Conservation, in the amount of $500.00.  Ed has some other grants ongoing.  Thanks Ed.

 

           The next discussion was about a P.O.Box for the Lake Association.  There was some concern about the many addresses used by the Association, Rosemary’s, Bob’s, and Ed’s.  With a P.O. Box everything will be mailed to one location. A vote was taken and it was unanimously agreed upon to obtain a P.O. Box for the Association with two keys.

 

            Rick Haugan requested some help from the Association and it’s members with the problem he is having with people trespassing on his property.  Rick’s property is on the East side of the lake.  None of us want intruders on our property when we are not there, so PLEASE respect the wishes of others.  If you see someone where you know they don’t belong please call the Sheriff.

 

            Call or stop into the Chipmunk to pick-up raffle tickets.  We NEED to sell all of the tickets printed in order for our first raffle to be a success.  SELL! SELL! SELL!!!!!!

 

            Please get your annual dues in early.

              Spring Letter to Cranberry Lake/Flowage property owners.

-Ed applied for and received a $500.00 grant from the Douglas County Land

  Conservation.

            

-At this time there are nine areas of EWM in Cranberry Lake and Flowage.

  Steve Scheiffer has suggested that we treat the largest areas with chemicals and hand

  pull the others. Of the nine areas, we are chemically treating four, two in Cranberry

  Lake and two in the Flowage.  A request for a permit has been submitted to the DNR. 

 

-The Cranberry Lake/Flowage Association has submitted a request for a gamming

  license from the State of Wisconsin.  The Association cannot hold a fund raising

  raffle without a gamming license. 

 

-It was decided that the Association does not need a tax-exempt number at this time.

 

-Rosemary is in the process of filing for NON PROFIT STATUS. Bob is getting

  financial information together to complete the form.

 

-We will send a Spring Letter to all of the property owners on Cranberry Lake and

  Flowage.  Rosemary will try and get the letter out the week of April 13th.

 

-We will have a table at the Annual Memorial Day Sale at Stop-a-Sec.  We will ask

  for volunteers for the sale.

            BOARD MEETING: 

           Motion to pay Northwood Shopper for advertising the Labor Day Garage Sale.  Motion seconded and

passed.

           Discussion about paying back a loan that was received to pay Lake Restoration for treatment of EWM.

           As the loan was more than $500 the board cannot vote on paying it back, anything over $500 must be

v          voted upon by the Association as a whole.  Vote on paying back the loan was deferred to Association

           meeting.

           A motion was made by Chuck Chesney, and seconded by Bob Olson.  Motion passed unanimously.

 

           Update on EWM grant from the DNR:

           When Rosemary receives the invoices from Steve Schieffer for the Aquatic Plant Survey,

           and for scuba diving for EWM she will close out the current 50/50 Rapid Response Grant from

           DNR and apply for a 75/25 Rapid Response Grant.   

 

 

           Grant from Douglas County: Ed & Ellen Codner will apply to Douglas County for a small grant.

           Money for this grant would come from the payment to Douglas County from the power line company.

 

           Vote on a resolution concerning the treatment of EWM in the Flowage north of County Road “T”.

AUGUST 9th 2008 MEETING MINUTES

Matt Zanardo informed us that the property owners on their road had raised $400.00 to donate to the Association.  These donations are greatly appreciated.  Thank you Madison Avenue!

MISCELLANEOUS

Matt Zanardo asked about getting a camera at the boat landing to monitor launches.

The bill was received for the July treatment of the EWM by LAKE RESTORATIONS.

The cost of treatment to the lake is $1117.00.

A discussion about paying this bill with the money in the Association funds or if the Association should take a short term, no interest loan, from an association member took place.  After the discussion, Matt Zanardo made a motion to take the loan and Chuck Chesney second the motion. A vote was taken.  Twelve of the fourteen association members present voted to take the loan. Two voted against the loan.  The motion was passed. 

 

It was suggested that we try and communicate with boaters that instead of putting their motors in reverse to clean off their props, at the opening of the flowage, they should lift their motors and pull the weeds off by hand and NOT deposit them back into the water.

Minutes from the July 19th, 2008 meeting:
In attendance were, Ed & Ellen Codner, Dick & Rosemary Emanuelson, Chuck & Patty Chesney, Kathy Oys, Matt & Sherry Zanardo, Marcia St. Hilaire, Jerry Bartlett.


Topics of discussion:
-Treasurer's Report: $1,315.99
-Rosemary Emanuelson updated the group on the ongoing battle against EWM. On June 30th, 2008 Kris & Isaac Waalen, Steve and John Schieffer, Jane & Leo Braun, Bob Olson, Dan Rickett, Dick & Rosemary Emanuelson met in front of The Golden Chipmunk Resort to pull Eurasian Water Milfoil (EWM).
I'd like to THANK all of these volunteers. The patch in front of the Chipmunk was the first battle ground for two reasons, first because it seemed doable, second because of the traffic coming and going from the resort.
By removing those plants we were trying to reduce the spread of new plants. This battle lasted 3 hours. At that point all three divers, Steve Schieffer, Kris & Isaac Waalen, had run out of air. At this time Steve Schieffer suggested mapping the three other much larger patches and applying for a permit from the DNR to chemically treat them. Kris & Isaac Waalen went back the next day and worked another 3 hours. Again Kris Waalen went back to the Chipmunk Resort on July 4th with help from Jerry Bartlett, Dick & Rosemary Emanuelson continued to pull EWM. By this time a permit had been attained from the DNR to treat the three large patches of EWM. Mark Sundeen, and Frank Koshere of the DNR were very encouraged by our decision to apply a herbicide as soon as possible. Rosemary Emanuelson signed a contract with Lake Restoration to have Cranberry Lake treated on the only available date, July 14th. The lake was treated with a product called REWARD. The chemical name of this product is DIQUAT. This product was chosen because it kills EWM from the top down. Doing this will reduce the chopping up of the plant by boaters and therefore curtail the spread of the plant. It will also make it easier to treat these areas again in the spring because the long leafy stems will be gone.

Rosemary & Dick Emanuelson toured the three patches on Friday night (July18) and found the patches greatly reduced in size. Maybe as much as 80-90 %. It will take a full 7 days to determine the full extent of the effectiveness of the treatment. Fighting the spread of EWM will be an ongoing battle.
The best we can hope for is to keep it under control. Thank you again to all of the volunteers that helped on June 30th. We couldn't do it without you!!!! ( there are photos that will put on the web site)

-Fundraiser:
Matt Zanardo suggested a BEER & BRAT picnic to raise money to fight EWM. Everyone agreed it would be a good idea. The next meeting to discuss the BEER & BRAT picnic will be held on

August 9th, 2008 at Pat & Chuck Chesney house. We will meet at 10:00am to finalize date and place for the picnic.

Minutes from the April 26, 2008 meeting:


In attendance were, Ed & Ellen Codner, Bob Fritzke, Dick & Rosemary Emanuelson, Kris Waalen, Steve Schieffer, Harold Grams, and Einere Marshall. Attendance was a little disappointing.
Topics of discussion:
-Treasurer's Report: $1,124.99
Request for payment for postage by Rosemary Emanuelson / approved. Payment of $119.09 was made.
-Should we join the Douglas County Association of Lakes (DCAL)? Annual fee for an association, $50.00.
Annual fee for an individual, $10.00. A vote was taken and it was decided unanimously to join DCAL.
-Aquatic Plant Survey data compiled. Thirty-eight (38) plant species in Cranberry Lake. Two (2) of those are invasive. Curly Leaf Pond Weed, and Eurasian Water Milfoil (EWM).
-Town of Wascott was asked for a Grant to assist in our on going battle against EWM, our request was denied.
Next step is to ask Douglas County and The 4 Season Recreation Club for a Grant.
-Volunteers to assist Steve Schieffer with the Plant Management Plan: Ed & Ellen Codner, Dick & Rosemary Emanuelson, Kris Waalen. Plant management plan involves water shed, plant growth, removal of aquatic invasive species. Volunteers will meet 2-3 times to determine concerns, form objectives, schedule events.
Submit findings to the DNR for approval. After approval we may qualify for Aquatic Invasive Species (AIS) grant. At that point we will harvest or chemically treat EWM.
- Clean Boats Clean Waters Workshop training May 17th.
